KUALA LUMPUR, March 15 – The government is likely to scrap the policy of using English to teach science and mathematics in primary schools while maintaining it for secondary schools.
Education Ministry sources told The Malaysian Insider today that the compromise in policy will be recommended to the Cabinet for a final decision soon in an effort to resolve a controversy which has been brewing for months.
But the compromise could ignite further controversy.
The decision is not likely to sit well with the significant number of Malaysians who want the policy to continue.
Those who want the policy scrapped completely will also not be fully appeased.
Under the compromise, all national primary schools will revert to teaching science and mathematics in Bahasa Melayu.
For vernacular schools, the instruction of science and mathematics will be either in Mandarin or Tamil.
However, it is unclear how the ministry plans to help pupils adapt to the change in the medium of instruction in secondary schools.
So far, ministry statistics suggest a majority of pupils are choosing to use English to answer examination questions for the two subjects.
There have also been little discernible differences in the results of students which could be attributed to the use of English.
The teaching of science and mathematics in English was introduced in 2003 by the Tun Dr Mahathir Mohamad administration.
It was introduced in stages, starting with Year One, Form One and Lower Six that year.
The first cohort to complete six years of primary schooling using English for the two subjects received their UPSR results last year.
This month, the SPM results also showed that instructing in English had also not affected the achievement of students.
Education ministry figures show 89.1% of 178,751 candidates opted to answer the Additional Mathematics Paper 1 fully in English.
For the Chemistry Papers 2 and 3, 71.3% and 76.8% of students respectively sat for their examinations in English.
For the Additional Mathematics Paper 2, the figure was 86.2%, while for Biology Paper 3 it was 81.5% and for Chemistry Paper 3 it stood at 76.8%.
Students can opt to answer Science and Mathematics papers in English or Bahasa Melayu, or in both languages.
Last week, thousands of protesters took to the streets here to protest the policy in a demonstration that turned violent.
Since then government leaders have come out strongly in defence of the policy, with a number of concerned parents also taking up the cause.
Dr Mahathir Mohamad, the man who pushed to teach students mathematics and science in English, also defended the decision, saying education was not about popularising a language but to acquire knowledge in various fields.
He also reserved his bitter criticism against those protesting the use of English, saying national policies should not be dictated by protesters as that would be detrimental to race and nation.
"It will get worse if those who demonstrated are orchestrated by opposition politics," Dr Mahathir wrote, using Bahasa Melayu, in his popular www.chedet.cc weblog.
He pointed out that acquiring knowledge was important for everyone's future no matter the language used.
"Let's not gamble their future because we are nationalists who love our mother tongue. Loving the mother tongue cannot exceed loving one's race. Those who love their race would like it to progress, have knowledge and be respected by the world.
"Only speaking in our own mother tongue won't make us a race that is respected and admired by people," said Dr Mahathir.

We should rectify any weakness in the system rather than do another flip-flop and make children scapegoats once again. Since students have a choice which subject to use, we should stop playing such stupid games with their future.
As 3 of my children have finished university and only one is finishing this year, my wife and I are glad that they all completed the Singapore system where they did not endure such flip-flop programs.

my daughters then..however,they managed to master both English and
Bahasa Melayu,although,it was the beginning of the decline of Malaysian
Standard of Education,as compared to Singapore.
While the poor Malaysians have no choice but to continue sending our
children to SRJK,the rich and powerful politicians send their children to
Private Schools and boarding schools overseas..I wonder why if our

So in my opinion it is better to establish two type of National schools that is in Malay and English. Let the kid and their parent decide which school to go to.
The Government should stop funding the vernacular schools and instead focus on Malay and English schools. Let the private sectors fund these vernacular schools. After all no Governments in the world fund vernacular schools. Whether in Indonesia, Vietnam, Thailand, japan, Korea, Europe or USA, they never fund vernacular schools meant for the minorities. Even Chinese New Year, Deepavali or Hari Raya are never declared as National holidays by these Governments as they considered these people as minorities. There are many Malaysian Chinese and Malays in England and even Australia..ask them whether that Governments ever declared to have a National holidays.
Also having only two medium type of language can create unity as what every Malaysians have been asking and talking about this for a long long time. Vernacular schools will only widen the gap among the races. Till today those in vernacular schools still talk in 'bahasa pasar Malaysia'
So how to unite??
The Government must e brave to make a decision and not politicise it. The Hell to those who protest this and that. Anyway you cannot please the whole 25 millions in this country i BUT you can ensure progress for the Majority !!

For once, let me be racial and communal, but for the greater good of the nation.
Ask the malay men and women of science, technology, medicine, engineering, mathematics, etc., which language should be used for the teaching of the subjects in schools. Emotions and self pride have no place in such matters.
A matter of such far-reaching and enormous importance cannot just be decided by a cabinet of ministers who are not truly conversant and wise in it. It would just be akin to flipping a coin to decide on the future of the nation, people and in fact humanity.
Why do we keep sending our children to prestigious institutions around the world, especially US, Europe, and Australia where the medium of instruction invariably is English?
Why do THE MINISTERS send their children to private schools, even in our own country?
When Bahasa Malaysia was used instead of English in the teaching of science and mathematics before this, where did the standard of education of Malaysia stand in comparison to before and in comparison to the standard of education in, say, neighbouring Singapore? Let's get real.
No compromise should be entertained and considered. Those who are fighting for a reversal have ulterior and narrow motives.
Let's move on everyone. We are in the 21st century and cannot afford to be set 50 years back in the progress of scientific education of our children.
In most advanced nations in the world today, science and mathematics are taught in english.
The government should invite those who are opposed to the teaching of science and maths in english to the table and explain their hearts and minds out for the future of our children.
Bahasa Malaysia's place in the nation is not being questioned. The literary figures have bigger roles and influence to play in maintaining and upgrading the standard of languages, and that is indeed their calling.

This is ridiculous. Our education system has gone down the drain.
It is staffed by undertrained, uneducated drop outs that can't even speak, whatmore teach our future generation English, or even Math, Sciences, etc.
The dumbing down of our national examinations to "prime" up and make everyone think that we are making significant progress is all just window dressing. When we are "side by side" with other nations, we are losing ground.
For those that want to have their children educated in English, there's the International Schools (or at least that's what they used to call them). However, not everyone can afford it, since they are private.
Most parents who are knowledgeable no longer has any confidence in our education system.
That is why most would elect to send their children overseas, to the US, Australia, UK, Singapore, India, etc. where at the very least, they know that they will get a standardized education that has a FIXED curiculum that will bring them from primary to secondary school.
Education is not POLITICS and our children should not be used as pawns or guinea pigs to experiment with. Even our children know that English is required in today's competitive and global world. If you can't speak English with a decent amount of fluency, your "goose is cooked."
I find it particularly interesting that UMNO / BN in Penang can recently criticize the exco member in charge of tourism (sorry can't remember his name) for not being fluent in English and unable to represent Penang / Malaysia competently in the international stage.
Well, if he's one person and has embarassed Malaysia (don't agree with this point but playing devil's advocate here), what more an entire generation that speaks ROJAK!
We've lost our competitiveness and as long as we continue to advance FLIP FLOP education policies, and deny our children a solid, stable and valuable education, Malaysia's days are numbered. Don't even think about 2020. We'll never achieve that goal, not in 11 years, not even in 50 years!

We screwed up big time in the 70's when we revert everything to BM. I still remember my excellent math teacher who has to refer to his BM/English translation math book to prepare himself for teaching math in BM. Fortunately, my batch was spared.
With this reversal, Malaysia is going to be forever backwards compared to Singapore where their students excel in math and science. We need leadership that can steer this country to the knowledge based economy in the future.
I hope the cabinet will resolve to continue the teachings of math and science in English. For those teachers that have a poor command of English to teach in English, I am sorry. You are the product of our education systems that have left the English language behind during your education and it is high time you pick up the language to be able to teach in English.

Berikut adalah ramalan akibat daripada dasar itu:
1. Disebabkan bahasa ibunda digunakan semula di sekolah rendah, maka anak-anak orang miskin di bandar, orang kampung dan pedalaman (Melayu, Iban, Kadazan, Orang Asli dll) dapat memahami dan mengikuti pelajaran sains dan matematik sehingga Tahun 6. Banyak yang akan dapat menjawab soalan peperiksaan dengan cemerlang bagi subjek sains dan matematik.
2. Di sekolah menengah, disebabkan PPSMI mula laksanakan, majoriti pelajar miskin, kampung dan pedalaman akan gagal, ataupun setakat lulus dengan nyawa-nyawa ikan sahaja dalam subjek sains dan matematik pada peperiksaan SRP.
3. Disebabkan mereka lulus nyawa-nyawa ikan sahaja dalam subjek sains dan matematik, mereka tidak layak memasuki aliran sains di tingkatan 4 dan 5.
4. Majoriti sekolah menengah luar bandar tidak akan mempunyai jumlah pelajar yang cukup bagi membuka kelas tingkatan 4 dan 5 aliran sains.
5. Jadi, kementerian akan memaksa pelajar yang lulus nyawa-nyawa ikan dalam sains dan matematik supaya masuk tingkatan 4 aliran sains. Akibatnya mereka gagal teruk dalam peperiksaan SPM, ataupun lulus dengan gred 6, 7, dan 8 sahaja. Akibatnya mereka tidak layak ke universiti.
6. Akibatnya, jumlah pelajar Melayu yang dapat masuk universiti akan jatuh dengan teruknya. Daripada sedikit yang dapat masuk universiti itu, majoritinya akan masuk fakulti-fakulti sastera.
7. Daripada segelintir yang masuk fakulti sains dan teknikal, majoriti akan gagal di peringkat universiti, ataupun mereka hanya lulus dengan nyawa-nyawa ikan. Akibatnya mereka tidak layak diterima melanjutkan pelajaran di peringkat sarjana dan doktor falsafah.
8. Akibatnya jumlah peratusan pensyarah Melayu di fakulti-fakulti sains dan teknikal di IPT akan jatuh.
9. Akibatnya jurang antara golongan profesional Melayu dan bukan-Melayu akan semakin lebar.
Apa yang akan berlaku nanti, komposisi pelajar di IPT berdasarkan nisbah antara kaum-kaum, akan kembali kepada situasai sebagaimana yang berlaku sebelum tahun 1974.

I had two girls in my family, I wish them to have the best combination of multi-language capability. My girl are conversant in both English & Mandarin, and recently picking up BM. But to the chinese or givernment medium school, only depending on Mandarin or BM will deny them the opportunity to master 3 language.
This takes time and balance learning approach. why not look into changing the education system that stress on evaluation more than true learning. We see our current student's as mere zombies of examination, and lack the passion for knowledge acquisition and application.
Have a university degree dosen't make a person a learned citizen. I had personaly encountered that a high-school graduate from China knows more about the world than our local Master universityu graduates. Very simply put, it's more than language that shape a global citizen.
To help education system, redesign the teaching method and stop the deadwood in the teaching proffesion. We also need need education philosophy that merely stress on academic achievement, not application of knowledge and skills.
But the way, don't ever try to mix religion with education. That is one of the key reasons, we non-bumi reluctant to send our children to Sekolah Kebangsaan.

In order not to sideline students whose first language (their family language) is English, national primary school should also offer PPSMI option. This will have the effect to attract non-malay parents who want their Children to learn math and science in English in primary, and thus make national school more attractive.

Why this argument about English or Malay? Let the children learn as many languages as they can. The previous generation of Malaysians were able to pick up English as well as Malay albeit with a lot of hard work and effort. We do not need incompetent ministers telling the people how stupid and incapable they are; that their government must again put in policies that does not require hard work and effort.
The issue is the screwed up policy of producing teachers in large quantities without any quality. this has lead to the teaching profession losing the esteem and respect that the teaching profession use to have. Unfortunately, the BN government has eroded the quality of every single institution in the country.
Our education system used to be one of the best in the world. That is Malaysia's problems, so many good things that the country had has been damaged by leaders with no concern for the people and the country.
Like a disease, this state of affairs will have to run its course before the situation can get better. In the meantime, the leaders we have got are flushing this country's future down the toilet.
Malaysia is now setting records for all the wrong reasons. Whither the future for young Malaysians?

Malaysian students lack creativity, adaptability and knowledge in the arts simply because they have limited choice. even in local universities, their voice is hindered by regulation. college students and those who enrol in universities abroad frequently experience a positive change in their academic environment. they are open to more options and more versatility in choosing what appeals to their intellectual desires.

This crap about language started because those in the rural areas start to loose out, but instead of sending their children to mission schools, they pushed, agitated and got what they wanted - convert all mission schools to malay schools and spread mediocrity all round.
It was a well known fact then that children who went to mission schools that taught in English were more confident and successful. So instead of progressing, our leaders deemed that if you pull the best down, you will look better in comparison.

Science.
Have good up to standard English Subject from Primary 1. The English lessons can include Mathematical and Scientific terminologies that used in those subjects to familiarize the students for future use.
After 6 years of foundation then teach Mathematics and Science in English from Secondary schools onwards to university levels.
There are problems if you teach Primary 1 student say:
Example 1:
1 + 1 = 2 (one plus one equals two)
they will ask what is "one", "plus", "equal" and "two" before they can understand the question.
Example 2:
Ali has 2 apples, he gives 1 apple to Ah Kow. How many does he have left?
Students will ask: Why are there "2 apples" and "1 apple"? Why "Ali has" and "...does he have?" etc
It will slow down their progress!

STOP ALL POLITICKING ON LANGUAGE, RELIGION AND RACIAL IF WE MALAYSIAN WERE TO PROSPER AND PROGRESS. Recently I visit Australia, their nation put behind Religion, Racial sentiments and Skin Color.
I even saw a Singh immigration Officer where the Orang Putih has to call him Sir. After chit-chatting with him actually he was borned Malaysian but migrated to Australin where his parents see no future in our country.
If all these squable were to continue, there will be no end. Let stay put with the current policy (Math & Science in English). The question is are we sending certain teachers from certain race to teach Half-past Six English teachers or are we sincerely to resolve the proficency English teachers. We hope that the govt would not make a hasty decision and should conduct a public survey (excluding those associations involved in the demo in istana) from the parents. A lot of parents will support M&S study in English.
We want our future generation our children to be able to compete with the outside world. Hope that teaching M&S will be continue to be teach in english.
