
KUALA LUMPUR, Aug 27 - Datuk Seri Najib Tun Razak has named Malaysian Airlines chief executive officer Datuk Seri Idris Jala as a minister to implement his administration’s Key Performance Index (KPIs), an indication that the prime minister is impatient and unimpressed with those tasked to do so previously.
Gerakan president Tan Sri Koh Tsu Koon was made minister and, together with Khazanah Nasional Berhad’s managing director Tan Sri Azman Mokhtar, were tasked last April to craft and monitor the KPIs by November but they have only issued an alphabet soup of acronyms and vague targets.
With six straight losses and just one win against rival coalition Pakatan Rakyat in by-elections since Election 2008, Najib knows he cannot afford laggards as the KPIs are a cornerstone of his administration which began on April 3 with him preaching “1 Malaysia. People First. Performance Now.”
While the national economy is linked to global trade recovering from a recession, Najib’s government has not been able to cut the crime index and has badly handled the policy U-turn in the teaching of mathematics and science in English.
He had also had to shoot down a proposal to filter the Internet while grappling with the country’s dual track legal system where a Muslim woman faces caning for drinking beer.
With Idris’s appointment as minister without portfolio in the Prime Minister’s Department, Najib’s 28-member Cabinet will expand to 29, just 3 short of predecessor Tun Abdullah Ahmad Badawi’s much-criticised jumbo-sized cabinet.
In a statement today, Najib said King Tuanku Mizan Zainal Abidin has consented to the appointment and Idris will be sworn in as a senator to take up the post. adding Malaysia Airlines will announce the replacement CEO and managing director later.
As CEO of the Performance Management and Delivery Unit (Pemandu), Idris will complement, support and report to Koh, who is minister in the Prime Minister’s Department in charge of National Unity and Performance Management.
He sad Koh will formulate and execute the overall policy and strategy with special focus on the National Key Results Areas (N-KRA) apart from being chairman of the Pemandu board which includes the chief secretary to the government and other senior officers.
“Idris, on the other hand, will focus on sharing his expertise and experience in Shell and Malaysia Airlines and driving implementation of performance management in the federal government,” Najib said, adding Idris will be Pemandu deputy chairman responsible for specific N-KRAs and national KPIs apart from advising the relevant ministers.
He added Idris will report to Koh on issues relating to KPIs and directly to the prime minister on other duties assigned to him as minister without portfolio in the Prime Minister’s Department.
The Sarawakian was made managing director and CEO of Malaysia Airlines in December 2005 after the flag carrier’s biggest financial loss in its corporate history. he has turned around the ailing airline into a profitable concern by aggressively cutting down its assets and routes, focusing on profitable destinations and cost-cutting measures.
He previously spent 23 years in Shell and between 2002 and 2005, Idris was managing director of Shell MDS (Malaysia) and vice-president Shell Malaysia Gas & Power (Malaysia).
Idris has also assumed other positions in the energy giant in its London headquarters and also its unit in Sri Lanka. Idris holds a Bachelor’s degree from the Universiti Sains Malaysia and a Masters degree from Warwick University, the United Kingdom.

I have this sick feeling that najib is gonna appoint one of his kaki to lead MAS. His kaki sure corrupted to the core wan. Then MAS will start sliding again. Soon u'll see MAS's accounts all red and lose money. Soon u'll hear stories of MAS sub-contracting the catering business to cronies and paying 10 bucks for a 1 buck nasi lemak and buying paintings worth 500 million ringgit and taking day trips to London on 1st class without paying.

He needs to put in better think tank people in his team. Running the country is like running a company. How can a country be well if the entire cabinet is sleeping or on the takes ? It is the same with a company. It will not survive for long if its team is busy doing something else and keeping milking the company.

1) His deputy Muhyiddin - he talks nonsense all the time, a pure hawk creating distrust among the various races
2) Koh Tsu Koon- An acedemic, don't know how to run a ministry, failed miserably
3) Rais Yatim- wasting time to install internet filter and talking petty issues like H1N1 and swine flu, when everyone knows WHO says H1N1 is the correct term. He is only good in organising national celebration. I think a contractor can do a better job.
4) Nazri - The law minister, but he does seem to know about laws at all.
With all these useless ministers around, how can Najib expect them to perform? I am not surprised some of them don't even know exactly what KPI is.

now from MAS MD to Minister in PM dept is something funny as he can be seen as a scape goat if it fails or a tool for najib to progress further.
either way it will be an end to Idris Jala's beautifull career but a win win for najib.
the main stumbling block for a failed KPI is that UMNO members are not doing thier job. MCA MIC Gerakan PPP are just followers.
the question is can an outsider change UMNO where UMNO themselve cannot change on thier own or by thier own people or thier own leader?
Idris is undertaking a mission impossible design to fail.

The airline does not have more assets. HQ Building in KL, Aircraft, MAS Complex in Kelana Jaya all sold.

An 'oil man' brought into the airline should have steered the company away from operational losses.
Especially knowing the 'inside out' of oil trading. But, remember how the 2009 first quarter report was delayed - for the airline to adjust its Financial Reporting? That time alone the loss was unbelievable. Imagine what the actual losses would have been if the Financial Report was in the original format.
The 2nd quarter 2009 report showed a nett profit - due to extraordinary gains from fuel hedging savings. Is this on paper only? So what happended to all the 'hoo-hah' about the regular air fare promotions online? No profits generated from this operational aspect? Only the analysts and financial experts can tell.
The same report (2nd quarter 2009) acknowledged that for the first half of 2009, the airline made operational losses. An organisation that does not make profit in its core business, but remains in the black on short term basis due 'extraordinary gains' is good news for shareholders and is a good benchmark against peers in the same industry, like Singapore Airlines, British Airways, Qantas?
The government must have sensed that the situation was going back to the days of the MD who took over from Tajudin Ramil. Profits on paper but with shareholder funds being reduced. Even now too, one should check the shareholder funds status. Easy to observe marked dilution for the past two years. And the company has liquidated most of its assets.
Almost a virtual airline, and going into operational losses but getting 5-stae ratings and awards...what is the business priority here? Anyone can tell?
Funny thing though...this year a number of senior management personnel were given heflty salary increases and perks, when the indications were that the business for this industry was softening. Not only that - they had huge subsidies to buy themselves brand new cars and imrpoved perks.
So, is it a fact that the airline is now on a very much better footing after 2006 December till now?
And that could be the other possible reason why the change of the executive is also needed.
Its normal in Barisan, some 'serious' lapses' are 'balanced' by shifitng people to other 'purportedly' better responsibilities. Is this also of that type?

And these are government servant we are dealing with with outdated mentalities and work habits.There is just going to bee too much resentment when you try to implement what you tried in MAS

And yes, why oh why does he have to report to ah koon?? if the minister was appointed and already found ineffective why is he still there? formality? the whole 'bagi muka' culture that the govt is steeped in? who knows.
Meanwhile, MAS will need an equally strong leader to replace Idris - big shoes to fill. It's also an opportunity for the company to get rid of a lot of dead wood and lip service experts; word is that their population has grown exponentially and is dragging the company down.
So Idris, good luck and all the best - ditto and more so for MAS.

IJ should be made to oversee the public transport (prasana) problem which is a lot more difficult to handle than the national airlines.
If this problem is solved, the PM will definitely make many people happy.
